What makes Peru interesting is the wait for citizenship: two years of legal residence, one of the shortest in this guide, with no renunciation of the previous passport and permanent residence after three years. That is exactly what is changing. Law No. 32421, published on 14 August 2025, raises the period to five years and adds proof of annual income of at least 10 tax units and a broader exam. It is not in force: commencement is tied to publication of its regulation, and the regulation has not appeared. So the country runs on the old rule, which could switch at any moment, and planning a move around the two-year figure is a bet on how fast your own case moves. The second thing that defines Peru is nature: earthquakes 9.6 out of 10 and tsunamis 9.1 on the INFORM scale, with El Niño flooding added along the northern coast. The cost of living outside Lima is low: rent in Chiclayo and Piura is a third of the capital's.

Work and visas

- The state language is Spanish, and the naturalisation exam is taken in it. Quechua and Aymara also hold official status in the areas where they predominate.
Visa types: Migraciones issues residence categories by grounds: employment under a contract, assignment to a branch of a foreign company, investment, private income, family reunification, study. The status is evidenced by the foreigner's card (carné de extranjería) · Permanent residence — after three years as a legal resident (Legislative Decree No. 1350)
Migraciones routes are filed through the Agencia Digital Migraciones: the fee is paid in advance at Banco de la Nación or through págalo.pe under its own payment code, and the receipt number is entered into the form. One and the same route is split into two different procedures: an application for a category (solicitud de calidad migratoria) is filed while the person is outside Peru, whereas a change of category (cambio de calidad migratoria) is filed from within the country; they have different lists of documents, different payment codes and different prices. Extending a residence category is a third, separate route (prórroga de residencia) with a fee of 20.20 soles under code 07566 and a term of 5 working days; it must be filed in the last 30 calendar days of the term. Once a residence category is approved, the foreigner registers with the Registro Central de Extranjería and receives a foreigner's card: issuing it costs 24.00 soles under code 07561, renewing it 22.10 soles, and the temporary migration card for holders of temporary categories 32.40 soles. The categories issued by the Ministry of Foreign Affairs (tourism, business, transit, journalism, humanitarian, exchange, cooperation) are absent from the ministry's list of services on the single portal: their pages are run by the consulates themselves, and each mission has its own fee, in the currency of the country it sits in.

Dual citizenship: The naturalisation conditions carry no renunciation of the previous citizenship: the Migraciones list of requirements does not include one. Peru also has a separate dual-nationality procedure under its treaty with Spain.
Absence limits: Continuity of the two-year period is counted under article 63 of the regulation to Legislative Decree No. 1350; trips abroad are possible with permission from Migraciones.
Two rules are in play here — the old one in force and a new one that is not yet — and telling them apart matters. IN FORCE (Nationality Law No. 26574): two years of continuous legal residence at the time of filing, regular practice of a profession, trade or business, no criminal record — plus an exam. The application goes to Migraciones and the decision is confirmed by Supreme Resolution. One detail worth knowing: INDECOPI struck down as illegal bureaucratic barriers both the Interpol clearance form (resolution No. 0382-2022, published 13 January 2023) and the fee of 530.60 soles together with the health declaration (resolutions No. 0254-2023 and No. 0370-2023, 10 August 2023) — none of these may be demanded any more. NEW (Law No. 32421, published 14 August 2025): the period rises from two years to five, with proof of annual income of at least 10 tax units (UIT) and a broader exam covering history, geography, the Constitution and civics. The law takes effect the day after its regulation is published, and as of this data collection the regulation has not appeared.

SENASA requirements: the original export health certificate from the veterinary authority of the country of departure, listing current vaccinations — dogs against parvovirus, distemper, hepatitis, leptospirosis and rabies; cats against panleukopenia and rabies. The rabies shot is compulsory from three months of age. Internal and external parasite treatment within 30 days of departure. The certificate is requested in the departure country 72 hours ahead. The SENASA fee is 98.60 soles. On arrival an inspector examines the animal. No antibody titre is required, and the requirements impose no compulsory quarantine.

Lima
tech hubThe capital and largest city (9,562,280 people, 2017 census): about a third of the country's population lives here, along with the government, the economy and Jorge Chávez international airport.
Peru is one of the most seismic countries in the world: INFORM rates earthquake risk at 9.6 out of 10 and tsunami risk at 9.1. Lima sits on the coast, where the two compound each other. There is almost no rain, but for half the year the city lies under the low cloud known as garúa. The national mean PM2.5 is 31.1 µg/m³ (World Bank, 2023).
Arequipa
The country's second city (1,008,290 people, 2017 census) at around 2,300 m, at the foot of the Misti volcano; its historic centre, built of white volcanic tuff, is on the UNESCO list.
The active Misti volcano next door and high seismicity: the 2001 earthquake destroyed part of the historic fabric. The altitude requires acclimatisation. Mudflows in the rainy season.
Trujillo
The centre of the northern coast (919,899 people, 2017 census) and an agribusiness hub; Chan Chan, the largest adobe city of pre-Columbian America and a UNESCO site, is nearby.
The earthquake and tsunami hazard of the Pacific coast. The main local danger is El Niño: the coastal El Niño of 2017 brought mudflows and floods that inundated the city.
Chiclayo
The commercial centre of the north (552,508 people, 2017 census), at the crossroads between the coast, the mountains and the jungle.
El Niño brings flooding here; in 2017 the Lambayeque region was among the first hit. A seismic zone. Heat and dryness for most of the year.
Piura
The centre of the far north (473,025 people, 2017 census), the nearest large city to the Ecuadorian border; the northern coast and Máncora are close by.
The hottest of Peru's large cities. In El Niño years the north suffers most: in 2017 the Piura river burst its banks and flooded the city. A seismic zone.
