Work and visas

Visa types: Hardly anyone needs a Haitian visa: a passport valid for at least six months, 10 US dollars on arrival — and ninety days of a «courtesy visit». The formalities are handled on the spot, at any international airport or land border post. · A visa is required from citizens of nine countries: the Dominican Republic, Panama, Colombia, Cuba, Syria, Libya, Iran, Vietnam and Yemen. They are asked to apply no later than one month before departure. · The embassy in Ottawa divides the visas issued by a mission into four kinds: simple (visitor), official, special and diplomatic. Non-resident (long-stay) and permanent-residence visas do not fall within a mission's competence at all: they are the business of the Directorate of Immigration and Emigration inside the country, though the case may be started at a mission. · Longer than ninety days — only by permit of the Directorate of Immigration and Emigration, and it runs not for a year from the date of issue but for a fiscal year: from 1 October to 30 September. Renewal is annual, with the receipt for income tax paid for the year just ended. · Persons of Haitian descent are exempted from the residence permit by an explicit clause of the source. · The country has no single tariff: each embassy prints the price in its own table. Washington counts by term (100 US dollars for three months, 200 for six with multiple entry), Ottawa by number of entries — and names different figures on two of its own pages: 40 and 50 Canadian dollars on the visa page against 80 and 140 on the page of «amended fees».

Haiti is read through its embassies: not one authority inside the country answers on the substance. The site of the Ministry of the Interior and Territorial Collectivities, `mict.gouv.ht`, to which the Directorate of Immigration and Emigration reports, serves a 2396-byte «site under construction» stub; `migration.gouv.ht`, `die.gouv.ht`, `haiti.gouv.ht` and `presidence.ht` do not resolve at all. The foreign ministry `mae.gouv.ht` is alive and weighs 134 KB, but there is not a line about visas on it: its sections are legalisation, services to Haitians, scholarships, missions. Its list of missions, however, leads to two embassy sites which publish everything essential: `haiti.org` (Washington) — the visa-free rule, the list of nine nationalities that do need a visa, the list of documents and a tariff; `ambassade-haiti.ca` (Ottawa) — its own tariff, the division of visas into four kinds and, above all, the full procedure for the long-stay permit with its source named: «DIE», the Directorate of Immigration and Emigration itself. The legal footing of that procedure is named outright — the decree-law of 26 December 1978 on immigration and emigration, articles 31–34. What is missing: the amount of the permit fee (the list says «the required sum» by cheque to the Treasury), decision times for any ground at all, the conditions of a work permit, and the procedure for persons of Haitian descent, exempted from the permit by a single clause.
