Work and visas

Visa types: The only state source with figures is the procedures manual of the Ministry of the Interior in the Gaza Strip, section «Residences and foreigners' affairs». Twenty-one procedures, seven of which concern foreigners directly, and each one names its fee. · The ladder is short and is counted entirely in days and months: an entry approval gives seven days, an extension an unnamed term, temporary residence is counted in days up to ninety, and beyond that come the six-month and the annual. There is no permanent status in the manual at all, and no route to one either. · The foreigner files the application under NOT ONE of the procedures. A receiving side is needed everywhere: either a sponsor who is a natural person, or an organisation licensed by the ministry itself, and it is that side which signs and stamps the request. · There is no work permit for foreigners as a service in the manual. The labour ministry `mol.gov.ps` does not answer, the electronic services portal `hukumati.ps` does not answer, and the cabinet's service catalogue `palestinecabinet.gov.ps` does not either. · Ramallah publishes no procedures of its own. The Ministry of the Interior of the Palestinian National Authority has a live site at `moi.pna.ps` and a General Directorate of Residences and Foreigners' Affairs is named in it — but only named: there are no procedures, no documents and no fees on the site, and the links to electronic services lead to domains that do not answer. · The ministry's approval is not a pass through the border. Physical entry to the Gaza Strip and to the West Bank alike is controlled by Israel, and that must be kept in mind when reading any term or fee from here.

There are figures for Palestine, and they come from one place: the procedures manual of the Ministry of the Interior in the Gaza Strip, `moidev.moi.gov.ps`, section «Residences and foreigners' affairs». Twenty-one procedures, each with its own page giving the beneficiaries, the place of filing, the list of documents and the fee. Seven of them concern foreigners, and all seven are recorded: entry approval for a visitor (10 dinars), entry approval for a foreigner of Palestinian origin (5), extension of a visitor's stay (10), multiple entry permit (20), temporary residence (20), six-month residence (20) and annual residence (40). Three caveats, without which these figures cannot be read. First: the manual writes «dinar» and does not say which; there is only one dinar in circulation in the Palestinian territories, the Jordanian one, and it is recorded here as Jordanian for that reason. Second: this is the order of the Gaza administration. The Ministry of the Interior in Ramallah has a live site at `moi.pna.ps` and names a General Directorate of Residences and Foreigners' Affairs in it, but there are no procedures and no fees there, and the links to electronic services — `hukumati.ps` and the cabinet catalogue `palestinecabinet.gov.ps` — do not answer at all. Third and most important: the ministry's approval is not a pass through the border. Physical entry to the Gaza Strip and to the West Bank alike is controlled by Israel.
