Georgia offers a quick and inexpensive start: visa-free stay of up to a year for around a hundred passports, territorial taxation with a 1% regime for sole traders, and simple business registration. The constraints: the country is not in the EU, local salaries are low, work permits were introduced in 2026, banks have been markedly stricter about opening accounts for non-residents since 2023, dual citizenship is effectively unavailable, and naturalisation requires 10 years and knowledge of Georgian. High seismicity and political tension complete the picture.

Georgian fees are set not by the agency's page but by the annex to Resolution No. 508 of the Government of Georgia of 29 December 2011, and it is built in two parts: a service fee plus a separate expediting fee. The field holds only the first part — the unconditional rate for the ordinary deadline; 300 GEL for ten days instead of thirty becomes 300 + 300, and adding them together would pass the surcharge off as the price of the permit. Five permits — the stateless person's residence permit, all three special ones and the temporary permit for victims of domestic violence — are exempt from payment under paragraphs 23¹ and 23², rather than costing 300 GEL as was recorded earlier by analogy with neighbouring routes. On 3 September 2026 the Agency rewrote the page of permits: it added a route for the spouse of a Georgian citizen with a single rate of 500 GEL, raised the IT permit to the 500/750/1000 scale under the new wording of paragraph 23³, and removed the amounts for the permanent and the unlimited residence permit, leaving only their deadlines. The figures for those two survive only in the tariff act itself, and that is where their source address now points.

A microchip (ISO 11784/11785), rabies vaccination 21 days to 11 months before entry, additional vaccinations for dogs and cats, and an international veterinary certificate. There is no quarantine where the requirements are met. No antibody titre test is required, which is simpler than bringing an animal into the EU. Check the current rules with the NFA.

Georgia sits where the Arabian and Eurasian plates meet, with high seismicity, especially in Racha and the mountain areas.
